Bald Heart Island Polling place: Jaycees Building, Southport. To be elected: three council members Councilman Freeman A. (Bill) Berne 9 Bufflehead Court A retired physician, Beme, 61, was a mem ber of village council from 1986 to 1988. He is a member of the village fire depart ment and served on the Bald Head Conservancy Board of Directors 1984 1990 and 1999-2000. He was conservancy president in 1987. He will serve as member of the Bald Head Island Club Board of Governors 1997-2000. John C. Henson 14 Indian Blanket Court A retired five-year resident of Bald Head Island, Henson, currently serves on board of Smith Island Land Trust-and four other organizations and village committees. He is an active member of Bald Head Island Volunteer Fire Department.and previously served on Bald Head Island Conservancy Board, the Bald Head Association Board and as past president of the Flora's Bluff Homeowners Association. Morris Rozar 319 Stede Bonnet Wynd A four-year resident of the island, Rozar, 69, is a retired attorney and superior court judge. He served on the village utility rate increase committee, the committee to draft a village ordinance and the board of zoning appeals. Sylvia Timmons 3 Sea Holly Court A mother of six and grandmother of 11, she has been married to Dr. Robert Timmons for 21 years. Ms. Timmons, 61, is a retired registered nurse practitioner, specializing in neurosurgery and mobile intensive care. She has volunteered with EMS since 1988, has been a volunteer in the Conservancy Turtle shop, a member of three POA com mittees and a member of the village council public safety committee for three years. She is a member of the Bald Head Island Garden Club, a master gardener and has participated in dunes planting and wildlife restoration. If you are elected, what will be your top three goals as a member of the village governing board? (1) Beach stabilization is the most important issue facing Bald Head Island. With deepening and redi rection of the shipping channel, there will be more erosion of our beaches. We mu§t have the island designated as a mitigation site. (2) Stormwater management must be developed and implemented to protect the property, health and safety of our cit izens. (3) Transportation is vital to the Island. The citizens must control ferry and barge services. On island transportation (tram service, road mainte nance, and internal combustion vehicles) must be addressed with a view to safety as well as conve nience. Fust is the renourishment and stabilization of Bald Head’s beaches and the continued etforts to have our beaches declared a permanent mitigation site by the Corps of Engineers; second is to have the village council resolve the issue of ownership and control of the village's utilities and transportation system in a business and objective manner; third is the completion of village’s Comprehensive Plan, which includes village's land use plan. Village Goals and Objectives, Shoreline Management Plan, Village's Capital Improvements Program Plan, and Stormwater Management Plan. -■■ — »——*---—■—-— Preserve the island itself, enhance and preserve the beaches, the forests and water and air supply. --: , , . (1) Storm water management. Flooding on the island has been neglected as a serious problem, but is nothing new. Recent weather events have now seriously impacted the entire area. The establish ment of a well engineered storm water drainage plan is a must.. (2) Beach repair renourishment and long term stabilization. Benefits to our island of a healthy beach are widespread and Critical without it, infrastructure utilities, roads, homes and other properties are threatened along witji the loss of tax base and esthetics. „(C) Public IfMlties.. r " ‘ Transportation: This includes die entire system its use and controls. Ferries and barges, mainland parking and its security, trams and other island transportation as well as on island parking facili ties... . ■' ;■ . ■ * *; i A ' ' : $.;■■■ : ■ ■ :■ .■ - What is your opinion of the village’s current year budget? Does it offer ser vices you want to offer in the most affordable manner? The current budget of the Village of Bald Head Island is reasonable. There could be some change in the prioritizing of services. The ad valorem tax is high and, hopefully, it can be reduced with more funds raised by user taxes. While no one likes to pay taxes, our current village budget is fiscally responsible and represents a rea sonable plan for providing services required and needed by the village at this time. It has reduced our debt to operating expenses from 49 percent a few years ago to current 28 percent and is projected to be at the level recommended by the Local Government Commission of eight percent by this time next year. The fund balance (reserves), as required by the LGC, is currently $640,000, increasing four-fold in the last three years. The vil lage needs to continue development of alternative forms of revenue. The budget seems to be fairly well compiled based on the financial resources of the Village of BHI at this time. The budget for the coming year has been set and our fiscal responsibility is to live within it. We must prepare ourselves to be financially prudent and yet allow enough funding for needed projects. I sug gest: (1)A two-to-three year financial plan to earn investable bond rating, improve credit and pay off debts; (2) Establish and maintain a long term capital improvement plan; (3) Set aside money to support and staff with adequate financial compensation for their services in both cost of living as well as incen tive raises to help with staff retention. All this with no new taxes? Sure. There are areas of revenue that are and can be explored... Why should the voter select you over your opponent(s)? I have had a home on the Island since 1973. Therefore, I have knowledge about the island over a long period of time and am able to bring a long term view to problems. Also, I have been involved with virtually all of the organizations on the island. I bring knowledge of these and how they can work together. Having served previously on the council and as mayor, I have experience that will be useful. All government should be conducted using sound business principles - principles of specialized knowledge, open and honest communication, analysis, planning and, then, implementation. My BB A and MB A degrees provided me with my business foundation. But I learned how to apply these principles in the real school of hard knocks during my 30-plus years in business at which time I was president and CEO of many growing, suc cessful enterprises. I retired as the divisional presi dent of a Fortune 25 company. I am confident I have the credentials, knowledge and experience to bring those principles of good business to the Council. Mrs. Timmons, Dr. Berne and I are running togeth er as a slate. We have known each other for years and be more likely to affect some change for the best interest of the Village of Bald Head Island. I do not consider myself running against any opponents. I am offering to serve on the council after having lived hoe for 12 years and spent ten years prior to that vacationing, boating and being a weekend resident on the island. I have experience in organization, planning, teaching and the execu tion of my profession duties. We have six children and that experience certainly taught me skills of arbitration and mediation.
